Any ideas?

Your system is an average system. You're expectations are too high, at least for BF1. You have a medium level system for that game. You might get 60fps, but it will be at medium settings.

You have a few things going on:

1. Your CPU is getting maxed out. BF1 is a CPU intensive game.
2. At 1080p your GTX1050ti is not the strongest, which...

pretty much 99% always in battlefield 1 and gta v

Those games rely heavily on CPU. If you have high CPU usage while not gaming, then see whats using it.
If it only happens while gaming, then you're bottlenecked. Overclocking to 3.5GHz or more can help. Messing around with the settings to reduce CPU usage can help too (like draw distance, ...).

Also, make sure you're on performance mode. (both power options from control panel and BIOS)

but i think that in gta v i should hit atleast 60 frames, performance mode is on, and my motherboard does not support overclocking :(

Post a pic of your task manager > processes tab while GTA V is on. Make sure to click the arrow near the GTA V process if it has one. Also, monitor your CPU and GPU temps and post it. Post one from the performance (task manager) tab as well.

Many people are complaining about GTA V high usage. Anything can cause that. Weak CPU (which shouldn't be a problem for you), bad game settings, corrupted or outdated updates and drivers, ...

Also, make sure your CPU turbo is enabled from the BIOS and power saving options like Cool'N'Quiet are disabled.

I couldn find a cpu turbo option in bios but i did disable Cool'N'Quiet, and i think that did the trick, my gpu usage now stays around 80% and my fps is alot better. pics: https://imgur.com/gallery/jhBIQ9X (after i disabled cool'n'quiet)
edit: in battlefield 1 my gpu usage is still 20-30% :(

That's weird. Your CPU frequency is changing. You sure you're using Control Panel > Power Options > High performance?

Also, Task Manager > Performance > CPU > Right Click on the graph > Change to > Logical. How many are there? It should be 4.

As for B1, what's getting maxed now, CPU again?

Theres 4 graphs
Cpu is getting maxed out in B1

Question from bloomy : "Low gpu usage in Battlefield 1"

Reset the global/profile settings from the Nvidia Control panel. Then restore optimized settings within BF1.

What are you using to record usage? MSI Afterburner? What resolution are you gaming at.

List your full PC specs, including PSU, Ram, mobo etc. make and model numbers.

At the outset, there shouldn't be a CPU/GPU bottleneck. Although a good gaming system at 1080p (with some settings dialled back to keep a steady 60fps), and medium settings.

Use HWMon, run it, then take two screenshots. One at idle, and the other during a game. Alt-tab out of the game and take a screenis of HWMon, showing CPU/GPU details.

You have a few things going on:

1. Your CPU is getting maxed out. BF1 is a CPU intensive game.
2. At 1080p your GTX1050ti is not the strongest, which is why medium settings in-game will help.
3. Your system ram at 8gbs will be sufficient for most games, but for BF1 partcularly, system ram usage pushes upwards of 9gbs.

With all of those 3 things, you will experience a combination of FPS drops, inconsistent performance. This will continue to happen with future game releases.

As one of the other posters in the other thread pointed out. The Ryzen 1200 doesn't meet the min requirements to play the game. You're expectations are too high considering the hardware you have.

Solution

Yeah, your not gonna hit 60fps with your system on that game with your rig and you should not expect it. Your CPU is below the minimum requirements, your target should be 30 fps.
