I’ve seen many people suggesting a 3.8 MHz 1.29v overclock for Ryzen 3 1200 with the stock cooler. I tried that and increments all the way down to 3.5 MHz but it still won’t boot. Am I doing something wrong or did I get really crappy silicon?

Hey man, i struggled with this problem for too long. You're going to need to update your bios with a usb and it will then allow you to overclock all the way up to 4.2ghz depending on your cooler. If you don't update it, it will prevent your cpu from being overclocked and will not let your pc boot. I'd stick with 3.8-3.9 ghz with the stock cooler.
