Broken Shadows/AA/Texture Pop in

Get comfortable this is going to be a long one.
In the last 6 months Ive went through around 4 gpus, a whole new pc build, tried to use a console instead (ps4) and these graphic issues are following me around no matter what I do. Ive read posts on multiple forums about people who have similar issues but I cannot seem to find a way to solve mine. I made a post a couple weeks ago on here thinking that the psu might be causing it (it isn't)
but I go into more detail on the issue there.

It started in january. I Had built my first pc with an i5 16gb ram and an 8gb rx 580. I was playing gtav with no issues at all. after a few trouble free days of playing, my pc randomly shut off in the middle of the game. What ended up happening was the rx 580 was just plain dead, pc would not turn on unless it was removed. So i took it back to the store and exchanged it for a new one. I played with the new one for 2 weeks and then it started acting up, It didn't flat out die like the last one but all of the textures in all of my games were acting up, jagged shadows were moving around strange. AA appeared to not function at all (shimmering textures everywhere) and textures were constantly disappearing and some reappearing.

I took some videos with my phone so they might looks pixelated but dont focus on that, focus on the shadows how they are moving around and just plain not in the right spot

I figured something in my rig might be bad so I completely rebuilt a new pc with an i7 7700k, 16gb ram and an evga 1080 ti and other new components. It played great for a while and eventually did what I just discussed previously. All textures went to hell. So i took the card back to the store and got back a new one and putting in the new card didnt even fix it this time, everything was still super buggy. After building multiple pcs, i figured I was doing something wrong and bought a gaming laptop for around 1,400 bucks. SAME FREAKING ISSUES. Maybe its just a pc right? NOPE! bought a ps4 and it also has the issues.

Now for anyone who has made it this far, heres some of the things ive tried:
tried using different monitor
tried using tv instead
tried using a different outlet in the house (suggested on other threads)
tried MANY different pcs/console

I know it might seem repetitive posting here when there is so many other forum posts regarding this issue but on none of those have other people had the issue spread even to console.

I have spent way too much money trying to fix this and Im out of ideas.

Well i would only suggest trying diffrent outlest but that was already suggested.Take you ps4 or pc to a friends house to see if it still happends.Thats my only suggestion,sorry.
