New gpu installed cant get past mobo splash screen

I just upgraded my gt610 to an rx 460 4gb, whenever I try and boot up my pc from the 460 I can't get past the motherboards splash screen. No windows, no bios. Sometimes it will beep once when I try and load into the bios, other times it will beep a bunch until I shut off the computer. When I put the 610 back it loads into windows perfectly fine. The mobo has the latest bios, and I have tried clearing the cmos. I have looked all over and cannot find a solution. My specs are:
Intel core 2 quad Q6600
Intel DX38BT motherboard
4gb ram
GT 610 GPU
Western Digital Caviar Blue 1tb
EVGA 500B PSU

This sounds like a compatibility issue. The troubleshooting steps we'd ordinarily recommend are what you've already done. So, it seems your options are return the new card for a compatible card (may need to be older than current gen) or upgrade the whole system. If you use it for gaming, that old CPU will be a hindrance and you may not get the most performance out of a new card anyway.

Yeah I was planning on upgrading soon anyways, since its obviously VERY outdated. I just wanted to rule out the possibility that the new GPU was bad. Thanks!
