PC posts only after excessive restarting

Recently I upgraded my PC to a new case and psu upon finding the old psu fan broke. Ever since then, I have had an issue where everytime I shut off my PC, it will take ~30-40 restarts to get it to work so i have taken to just leaving it on to avoid frustration, as i have had this problem for some time and previous attempts to fix it have been unsuccessful. (I know its not good to leave a PC running for such long periods of time) Today I tried removing every part and one by one connected them outside of the case with mutiple PSUs. Same issue persisted. No matter what I had connected, it will power up, but it wont post, it will sit there with all fans spinning and lights on (minus the extra RGB lights which only come on when PC posts) I have reseated CPU, comnected and disconnected everything, nothing seems to work. I have also reset the bios. I have tried everything I can think of, and now I come here for help. Once again, when ot finally boots, it works beautifully. I would appreciate any assistance, thanks.
