Stuttering Sound, Random Freezing

Well, My issue is that i just got a new pc and I can't run GTA V, I don't know what's wrong but it always runs well for like 15mins then it starts to freeze for like 1 or 2 seconds and Audio Stutters but no FPS Drops it's 45-60. I literally tried everything i could, I don't know what's wrong, Of course I tried lowering the graphics settings and I watched many Youtube videos regarding this issue but nothing worked, I thought it was a windows problem so I checked for updates and I did a clean install of the April Update 1803 then I did another clean install of 1703 & 1709 but unfortunately, same result.
I checked the CPU,GPU and Mobo Temps but the CPU is 37-40 when idle and 55-62 while in game, Mobo 40-42, GPU 48-61 while in game, RAM Usage is usually 80-88% while in game and by the way, This only happens when I join online, Nothing happens if I'm playing the story mode, I don't know why, I've tried several games like Rainbow Six Siege but they seem to work perfectly (atleast for my gpu).
I also disabled unnecessary windows services such as superfetch.
I disabled AMD Cool'n'Quiet Feature in the BIOS.

What else can i do?
My Specs:
Ryzen 3 2200G (NOT OVERCLOCKED)
MSI B350M Mortar
Zotac Geforce GTX 750
Kingston HyperX Predator 1x8GB DDR4@3000MHz
1TB Seagate Barracuda 7200RPM HDD

I don't actually need a better GPU, and I don't think it's a GPU problem cuz i tried lowering the graphics to the lowest possible and got the same result and this gpu can run the game at the lowest graphics settings.

So, can it possibly be the CPU or something isn't working as it supposed to be? , Cuz I have the warranty

Yeah try that and see if it works. Hard Drives usually wear out over time, but yours is unusual since you've only been using it for 2 years. But for now, just try...

I actually did a fresh install of windows so i think that should do it, but i will give a try. and, Idk why I feel it's the CPU, are there any programs that I can use to see if there's a problem with the CPU?

First of all, does this occur in every game? If it doesn't then it's the game's problem or it probably wasn't optimized really well. If this does happen in every game then try updating your drivers and see if that makes any difference. In a worse case scenario, it could be a problem hardware-related but try out in different games first and update your drivers. Hope this helped :)

it's @3.5Ghz (stock), If you mean something else please let me know because I can't find such a thing in my BIOS

I actually tried other games but they are not doing that, and I can see many people using the same CPU & GPU and they are running the game with no problems, I also tried reinstalling the windows but this didn't help, and i'll reinstall the game now. But could it be hardware-related if other games are fine?

No it will not be hardware-related if it only applies to one game. Since you already re-installed windows, then it's probably the game's problem. I'm not sure if this option is built into GTA V's settings, but try disabling Hardware Acceleration if there is a option for that. If there's no option then yes try reinstalling the game and see if it works. Or you could try reinstalling your device drivers too as a last resort.

Im reinstalling the game right now, Do you know any program that monitors everything including disk usage? MSI Afterburner doesn't show that and I really don't know what's causing the problem until now and that's annoying me.

I reinstalled the game but unfortunately the same result, but I noticed that it usually starts when I press ALT+TAB and get in the game again, What is that?

But nothing is helpful there too

I thought it's the RAM but i think 8GB is more than enough to run this game and also the total usage of the RAM while this game is running is like 6.5-7.2/8GB and doesn't change at all when I Alt+Tab, could it be memory leak?

and also a friend of mine has the exact same specs as mine except for the GPU, but that never happened to him, I don't know if that means the problem is the gpu because I already lowered the graphics to the lowest ever but that didn't change anything. and I also locked the frame rates to 45Fps but that didn't help too.
 
RAM usage will not change when you Alt-Tab. If you are planning to alt-tab a lot, I would play in borderless window mode. You will probably lose 15-20 FPS in borderless window mode.

A lot of people seem to think the game has a memory leak. If it does, that is on Rockstar to fix.

Well, Playing in borderless window mode fixed the stutters after pressing ALT + TAB but unfortunately, after 15mins same thing happens again, I don't what is this and why it's not happening to any of my friends who all by the way have 8GB of ram or less and the same CPU as mine or less, they have only better GPUS.

Btw, I already installed the AMD Chipset driver & RAID, etc. but from the CD included with my motherboard, I don't know if that makes any difference..
 
The newest driver is from June ... gonna guess your CD was pressed before June, so there are newer drivers available.

Again ... you say GTA V is the only game that does this. People all over the internet complain about GTA V stuttering (some claim to have fixed it) with computers faster than yours. It is possible that this is an issue with the game and not with your machine.

I already installed the latest chipset driver, same result, I even locked the game to 30FPS and this is still happening, Some people say that this problem happens if the game is installed on a mechanical hard drive, I personally don't know but this could be it so i was thinking of buying a 120GB SSD and install only this specific game on it, cuz i don't actually care about the speed, I just want this game to work, are these good?

Before buying an SSD, i will try one last thing, I'll borrow my friend's gpu for a day and see if that will make any difference, He has a Zotac GTX 1050Ti, and according to him he runs the game on Ultra settings with 60-90 FPS.
 
The idea that a hard drive is causing the problem is because people think the game is loading textures from the hard drive and thus the GPU has to wait on the data. If that is the case, then the game is supremely poorly written. Also, you could watch your resource monitor and you would see a spike in hard drive activity at the time of the stutter. I doubt you will. Games preload the textures to system RAM, which your GPU can access directly. If this issue really was related to the loading of textures, then a 1080 with 8GB of RAM would not have an issue ... but people with 1080s with 8GB have the issue.

It does bother me that the game takes so much system RAM and this might more likely be the issue. Windows uses something called a swap file (or page file) on your hard drive to simulate RAM. This is a left over from the days when 4MB (yes, MB) was very expensive (I remember paying $80 per MB ... yes, I'm old). So, let me propose a test. Turn off your swap file ... Be aware that windows might throw an error as RAM gets full ("system low on resources" or something) ... Let us know.

I did that but windows keep saying "Low on memory" and closes the game before it even loads and the used RAM is like 4GB only.

Everything is on the lowest, I think now the problem is the HDD, because according to this site the only thing that is not working properly in my pc is the HDD, btw, i did the same test with this hdd a year ago and the result was way better (Windows was installed on another hdd back that time).

I actually did that before you say (was in a youtube video), and that didn't help.
I also didn't mention that i had two HDDs in my old system which used to run the game better until 2GB of the ram stopped working and same problem occurred and i never found that old bus speed so i decided to upgrade, now, My new system has one of the HDDs that were used in the old system, When i tried to install windows on my new system, it showed me an error that was like "Windows can be only installed on GPT partition style" or something similar, So, I had to format the entire hdd using diskpart in windows repair and i made two primary partitions and installed windows normally. Now the question is, Did I do something wrong which could've by any chance damaged the hdd or slowed it down? Could the GPT Style be the problem? Could the problem be that the windows is installed on the same disk?
Will reformatting the disk do anything or increase it's performance again?
If i buy an SSD and install the windows on it, Will that increase the performance of the other disk again?
I'm asking all these questions because as i mentioned earlier i can feel that this isn't the real performance of my hdd when it was in the old system.
