GPU fans won't stop spinning

I've read that the fans shouldn't be spinning under 50temp, but they're spinning at 30 too...
I overclocked my GPU, and Choose manually through MSI Afterburner so the fans will speed at 60% speed, but how to I make the fans stop spinning when they shouldn't?

only some cards are equipped with that sort of technology. where they will operate with fans off giving a silent gaming experience until the card hits 60c. typically this is a feature on higher end cars, but it's definitely not on all of them. so go check the features of your specific card and you'll know what you've got

well If my GPU's temp on full load test (3DMARK) is 60 that means it's cooling?
