If you had a CPU under system requirements for a game and ram and GPU a little over would games like fortnite run on low settings in decent fps

Maybe/maybe not. The system can only run as fast as the weakest part. Minimum requirements are a guide based on what the game publisher thinks is acceptable performance. I see many comments on here where people are happy with performance of a game where 1 component is under the minimum requirements and is probably because the user and the game publisher have different standards for what is acceptable performance.
It also depends how low under the minimum spec the cpu is but we would need specific examples.

Fortnite relies much more on GPU than the CPU, so you might even get acceptable performance if you have a decent GPU. That is, if the game will even run with your CPU (some of the games tolerate deviations from system requirements, other will strictly forbid starting the game).
We need your specs.
Your system is only as good as the weakest part. Something a little under min spec might still work but there is a limit as to what can deliver a playable experience. A pentium 4 with a gtx 1080 can be as high over min spec gpu wise the p4 will still majorly hold the 1080 back and make the game unplayable.

I once couldn't play a game since my CPU didn't support an instruction set required by the game.
Usually gaming studios are looking to sell as many games as possible, so they generally set the absolute minimum that the game will run on as minimum specs. Going below that is generally not recommended.
