Games stuttering. Only 3 CPU cores used.

My games seem to only be using 2-3 cores while playing. I've been receiving massive stuttering to the point where some games are unplayable. Multithreading and multicore use has been enabled on both GeForce, BIOS and through Windows. I've done a fresh install of my graphics driver and still the problem persists.

Have you tried running a single graphics card to see if SLI is the culprit? It's not using the second card in that screenshot anyway.
Another thought is maybe you need more RAM, but I understood 8GB to be enough for most games and it's not all used in the screenshot sooo...

Do you run anything else while gaming? tried shutting everything else down?

I'll try shutting all other programs down and run a single graphics card to see if that's the case and will report back. I have 16Gb of RAM, only half being used in the screen shot.

EDIT: I tried this and the issue still persists.
 
There are a lot of games from the PS3 era that all actually only run on 3 threads,actually strike that there are still a bunch of games being made to be compatible with ps3/xbox360 so they still only have 3 threads max.
While you state 4.6 in your signature the monitoring app shows 4.5 so if it runs at stock it boosts some cores higher then others which will cause games to desync and start stuttering.

I’m sorry I failed to mention I did turn the CPU clock down. I will put everything at stock speeds and see if it is any issue with over clocking.

The games I’ve been having issues with are online, but only half my games are having an issue like this. Other games run smoothly with no issue. Ghost Recon Wildlands is unplayable due to the stuttering. Only two CPU cores will be used in that game.

EDIT: So I went to turn off the overclocking in my BIOS and noticed it was already turned off. What would be causing my CPU to still be overclocked? Can programs within windows overclock your CPU? Stock clock is 4.2 and it’s steady at 4.5 when windows is booted up.

Could be multi core enhancement causing the clock speed, it boosts all cores to the single core turbo speed by default on a lot of motherboards which is technically an overclock. It should not be causing you any trouble though, I have clocked my 6700K at stock, at 4.4, and at 4.5, none of which had a noticeable effect on gaming and currently have multi core enhancement enabled.

Really this makes no sense to me, it should run fine.
