Hello.

My GPU is running at 58 degrees idle and 75 degrees in game (GTA V)

Specs:
i7 7700k
gtx 1070 Asus Turbo
16 gb ram
B250M-K asus motherboard
Cooler Master CM iii 690 with 240mm fan front, 2x 140mm fans top and 120mm fan back. I'm not sure what to do if I should get a fan for the bottom so it blows air into gpu or something else.

This is not as unusual as you might think, the reason for the high idle temps is probably that when the card is experiencing low loads and low temperatures, it's gonna decrease the speed of its fans to reduce noise and increase the lifetime of your fans, and the card is, therefore, gonna rise in temps.
As soon as you put it under load the fans should start spinning faster to maintain a low temperature. Temperatures in the mid 70's-80's are not unusual for that card and are actually pretty decent temps.
If you're not satisfied with the temps you should try changing the fan curve on your GPU using something like GPU Tweak II

Hope this helps

I found this quote "found out what was wrong it was the setting in nvidia control panel "power management control" was set to optimal i switched it to adaptive then rebooted and now i am idling around 39 degrees.

i noticed my gpu clock was staying at 1607 mhz at idle now it stays at 253 mhz at idle."

from another post. do you think this is also my problem? because i see my gpu is running at 1506 MHz when im having almost nothing open.

Give it a try, will certainly save power and heat and idle. Wont make much difference under load though.
