GTAV MSAA off makes my game stutter?

Hello,
So, I was just reading about how MSAA in GTAV causes your pause menu to lag really bad which it does to me and makes it practically unplayable, so I go to turn it off and all seems fine, but, as soon as I even move my mouse my game goes from 150fps to about 10 or 20. I can't move without constant stuttering and I can't for the life of me figure it out. I'm thinking maybe my overclocks to my hardware are what might be causing it?

PC Specs:
ASUS Turbo GTX 1070. I've overclocked it to 190 core 400 memory and it's stable on most games I play.
CPU: i5 8600k overclocked to 5GHz. It's not temps as it doesn't go above 60C in gaming.
RAM: 16GB of G.skill ripjawz V DDR4 @3200mhz. Any help and any pointers as to what could be wrong is greatly appreciated.

UPDATE: It has just randomly corrected itself. Even though this question was short lived, I've had this problem for the past few hours.

Check the overclock, should be stable in all games, not just some. Don't rely on temps (you didn't state gpu temps when this is happening) . Only the processor has a temp sensor. The area around the vram/VRM's on the gpu is not sensored. So the processor might be reading in the 60's but with the OC and power limits, added voltages etc, that vrm/vram area could be seeing closer to 100°C and causing thermal throttles or errors.

GPU temps are 60-70c. The only game that the overclock isn't stable on is fortnite, although I've had lots of troubles with that game across multiple pcs. I've ran through 3DMARK Firestrike with the overclock and it ran perfect, in fact got a score that surprised me. But, I will try and get a hold of a FLIR camera attachment for my phone and I will check out and see if that's what's happening, whether it's the VRM or not. Thank you for the reply
