can't access router HDD with IP

All the tutorials say that I should be able to connect to my usb HDD that I have connected to my router by just typing my IP address into Network, but when I do, it just says "this folder is empty", and I can't make a new folder. I can access the HDD from my laptop, where it shows up as another computer that's connected to my wi-fi, but not from my desktop. Since I barely use my laptop that doesn't really work. I can also find the HDD from a phone app called File Explorer, so it's properly connected.

What can I do to make this work?

So the situation narrows down to a desktop that is not able to connect to a USB HDD drive connected to a Technicolor router's USB port.

A laptop and phone can access the router's USB port drive.

Two things:

1) compare the USB HDD drive access settings on the laptop and phone to the desktop. Look for some difference with respect to the desktop.

2) Check the following User Guide, Page 65. The information and configuration settings provided may help you identify the issue with the desktop.

Note: Your router should have a model number somewhere on the back or bottom. Use the model to find the exact Setup and User Guide for your model.

The router is a Technicolor, don't know the model. The HDD is just an internal HDD I've made into an external one with a hard drive enclosure, but the hard drive itself is a Seagate 1TB, this one: https://www.amazon.com/Seagate-BarraCuda-Cache-Desktop-ST1000DM010/dp/B01LNJBA2I I think. My OS is Windows 10.
