High end PC stutter fix?

I recently upgraded to a GTX 1080TI so my current build is now

Intel i7-7700k
Nvidia GTX 1080ti
16gb ram

Monitor is g sync compatible
2560x1440p
144hz
1ms delay

Before with my 1070 I could run Fortnite no problem or hitching at all and be able to run the game at a consistent 110ish frames per second with my settings.

After the "upgrade" I can run it at around 200fps except literally every 10 seconds or so I get a stutter where I skip forward several frames or fall behind. My internet connection is great, my ping stays low at a constant 40 and the network debugging is reporting absolutely no packet loss.

I've tried messing around with combinations of different resolutions, g-sync, v-sync, regedit, disabling game bar, disabling plays.tv, disabling shadowplay, uninstalling Nvidia GeForce experience, updating all of my drivers, rolling them back, uninstalling and reinstalling the game several times, verifying and repairing it, and I even did a clean reset of Windows 10 to no avail.

I play the game competitively, hence the high end hardware, and it's been killing me that I haven't been able to play at even 20% of my usual performance. I've already given my graphics card to my father so installing the 1070 isn't an option because he now uses it to play fortnite and I don't want to take that from him or give him a gtx 1080ti so he has to deal with the issue.


Please help me, I'm desperate at this point.
