would an old Xeon E7-4850 10 core 20 thread processor be able to handle 1080p 60fps encoding (x264) on the medium to slow settings on obs! only being used a streaming pc/ workstation

Doesn't sound like a bad plan and if it doesn't meet your expectations, at least you didn't put out a lot of money on it? Especially if you already have the RAM or can get it for cheap as well. Worst case scenario, it would make a pretty decent home database or media server.
Is there a reason why you think it wouldn't?

Certainly it won't be as fast as a newer model, but if that's all it's doing, while it might take a while longer to complete tasks regardless that it has a boatload of cores and threads (And perhaps not, I'm not 100% positive how well obs utilizes available threads and at what number of threads it's optimized to use max) it has a pretty slow clock speed, it IS 7 years old and what you really want to check into is whether or not there are any instructions required for the encoding application you are planning to run that were NOT supported by that CPU architecture.

If there are not, then it will probably work ok. Not great, since it's rather long in the tooth, but well enough if you're not in a giant rush.

How much memory are you planning or have, to use with it?

What OS are you planning to run it with?

ill run windows 10 pro either 64 or 32 bit, obs is able to utilize all cores and threads. probably 16 gigs of ram and a low grade gpu since i'll use the processor for the encoding. my current gaming rig has an i7700k oc to 4.6ghz but i still take performance hit when gaming and rendering videos. so i figured this old processor might work well since it has so many threads that could be utilized at once
-also i chose this processor because i can get it for very cheap and im on a budget
