This is because it is unfortunately not possible for us to verify ownership of the device. Your options are as follows:
If the item was purchased from a private seller (via classifieds, and such), and came with password/pattern/pin on it, you would have to contact the individual who sold it to you. If you have purchased it from a seller such as a retail store you would need to contact the official consumer support channel for the manufacturer. In this case, you need to contact RCA's consumer support for your region.
There is nothing else to be done.
