I think something is (unwantedly) controlling my fans

I was playing a game but it developed a bug which forces me to restart my PC to can match a new multiplayer game, so I restarted and when the PC restarted it just gone nuts. When Windows loaded it started going down, but I started Speedfan to check temps, CPU heat kicked and it was going nuts again: +90ºC. When I was playing max was around 70ºC.

In the mobo the CPU fan is set to 100% at 85ºC so fans going really fast when restarting is comprehensible, but then it isn't comprehensible why when running it is mostly quiet at 70ºC. It should be fast and noisy at that temp.

Edit: Dunno know why but the energy plan was setting minimum processor state to 100% and it was pushing the heat, but anyway the fans aren't working properly...

I got an answer, there's a filthy little software installed in MSi PCs which can't be controlled nor shown by any MSi application but which runs in the background which you can find in your start programs and services as "msisilentfan". This little bastard was overriding any other fan control and letting my CPU get really hot.
