RAM only works in certain slots.

This is truly bizarre, and I have no explanation to this problem. So I have the asus x99 deluxe motherboard, so it has 8 ram slots, labeled (Left to Right) A1, A2, B1, B2 - CPU - D1, D2, C1, C2. I have 4x4GB DDR4 memory, and can prove that all of the dimms work (In the correct circumstances). The order you're supposed to put the dimms in goes: A1, B1, C1, D1, A2, B2, C2, D2. Since I only have 4 dimms, I use the slots ending in 1 because they're the first 4 spots, and I can confirm with the owners manual. Anyways, it came to my attention that the last 2 slots do not work at the same time. Slots A1 and B1 have not given me any problems, but when I put the last 2 sticks of ram in slots C1, and D1, only the dimm in C1 registers, meaning that both ram slot C1 and the dimm are functional. When I remove the dimm that is in C1 (On the far right) the dimm in D1 registers, meaning that both the ram slot D1 and ram dimm are functional. But, when I remove the dimm from C1 and replace it with the dimm that formerly worked in D1, (I have 3 sticks installed at this point), only the dimms in slots A1, and B1 register in the bios. The same thing happens when I take out the dimm in D1 and replace it with the dimm in C1. Now to make this even more weird, when I have the all 4 sticks of ram inserted, it registers in the bios, and on the desktop properties as 12GB of ram. But when i boot up CPU-Z, it tells me that I have 16GB. This is very weird. I'll have to run some benchmarks to see if the use caps at 12GB, or uses all of the 16GB, but for now, I'm just looking for some input.

What's the model of the 4x 4GB RAM kit?
Make sure there are no bent pins in the CPU socket.
Sometime a BIOS update could fix that issue.
If you place all the RAM modules on the D2, D1, C2 and C1 slots does the full 16GB?
It could be a faultymemory channel
