Ok, so heres whats going on. When gaming my temps are very stable, cpu being 39c and gpu never going above 45c at 55% fan speeds. The problem is this, when gaming on lets say far cry primal max settings the core clock is at 1887mhz while the gpu usage at 70-80%. What is going on? I uninstalled my previous amd graphics drivers with DDU. Then after rebooting I installed the latest nvidia graphics driver. Nothing is overclocked/undervolted. Please help I've been trying to fix this since yesterday. Btw it tested in unigene heaven maxed out and the gpu ussge still wasn't 100%.

Update 1: Thankyou all for taking the time to help me I really appreciate it. My gpu wasn't at 98-100% vsync was on. I turned it off and test and now it's at the desired gpu usage. But i'll have to get a 144hz next month, any suggestions? I was looking into the Asus VG248QE 24" model, what do you guys think?

I use two AOC 144herts monitors I bought off Amazon for pretty good deal. Also has 1 ms latency which is pretty awesome and Gsync as well...
Just curious but can you try using furmark? Does GPU ever reach 100% usage? Also are you doing any OCing with your card? (make sure to turn off vsync and gsync for tests)

I also have an MSI 1070 (non TI) and I have it OC'ed from factory by MSI at 2000mhz. Runs like a champ.

The only reason I suspect OC is that it might not be getting enough power in the OC to max it out.

You trying to fix something that isn't wrong leave your pc alone. Are you having performance issues? Your card is doing exactly what it's supposed to, not always going to be at 100% if it was was you'd be maxing it's capabilities and then you would have stuttering . Enjoy your card game on

16gb ram will really help your experience

Not true. With vsync off you want to see GPU usage at 100%, that shows the game engine, CPU, and memory are getting the most out of the GPU. If GPU usage is below 100% or very close to it something is holding the GPU back.

It certainly wont cause stuttering.

^ exactly. During a GPU benchmark with vsync\gsync off it should be reaching 100%. That is the whole point of a benchmark. To see what your max performance is under load.

If it is not reaching max then it is being limited by something. Could be an OC, power, heating issues etc...

And?... if the GPU isnt reaching its full potential in the game because it is limiting it's self... that means he isnt getting the best performance that he could be getting with the card he purchased...

So either way your comment doesn't make sense... Why buy a video card and be OK with inferior performance when you could be getting better? Makes no sense.

Sorry for the late reply and Thankyou! This solved my issue! Now my GPU is using 98-99% while gaming. But the one problem about this is I have a 60hz monitor and the game isn't so smooth anymore. Looks like i'll need to get a 144hz next month. Any recommenations for a good 144hz monitor? I was thinking of getting the VG248QE, the 24" one. I feel like such an idiot sorry for wasting everyones time.
