GT 1030 Better Then HD 7850?

Here is the story, i used to have the following setup:

CPU: AMD FX 8320
GPU: Radeon HD 7850 2GB OC
RAM: 8GB

I was getting terrible FPS drops when playing certain games even on low settings. CPU temperature was getting so high during gameplay and the GPU was very noisy. Every 5 seconds it would change from 30-40 FPS to 10-15 FPS, and it seemed very suspicious to me given the fact that my hardware is not so bad at all and i knew that such FPS dropping shouldn't be happening. So moving along, the GPU actually died two years later so i had to get a new Graphics Card. Since i had a low budget at the time i went for a GT 1030 and i am amazed to say that the performance in games drastically increased. I am now getting 30-40 FPS on Medium settings in certain games. How the hell is possible that the budget low-end graphics card such as GT 1030 actually performs so much better then the mid-end 7850? Was my CPU bottlenecking my 7850 the whole time or is the GT 1030 really a better card than 7850?
