Problems with used mobo,pcie,ssd....

Today i replaced my Foxcon H61MXE-V with used Asus P8 Z77-V-LE PLUS.Everything was great,i formatted my SSD and installed fresh WIndows 10,installed all drivers for this mobo,display,lan,audio..... but...

1. I noticed that the download speed was going down and also my ssd Average response time was like 500ms +.I disabled windows updates because its downloading updates and eating my speed.Tested my SSD speed and everything was good but down speed is going lower againg.

2.In gpuz,the bus interface was diplaying that my GPU (GTX 960 2GB) supports x16 3.0 but it was running at x8 v1.1/v3.0.I did not had this problem on my H61.And when i runed the gpuz test i encouraged stutters.
-I reinstalled GPU twice but same.Reinstalled drivers (removed with ddu) same problem.
-went to bios,and set pcie x16_3 slot (black) bandwidth to x2 mode the pc shuted down,botted up and again shut down without displaying image.
-again in bios,set to x4 mode,shut down than boot up but there is image and in gpuz everything was fine x16 3.0 running at x16 3.0.

-installed my other 2xhdds and than again no image,restart no image.again set in bios to x2 mode than windows boot crashed,restart and everything was lagging like hell even my mouse was stuttering

-Checked the cables but everything seems fine,reconnected everything and there was a sound from mobo that means there is no VGA detected,restart black screen,restart again black screen,,,,

-GPUZ was saying that the card was running at x4 speed,after restart at x8 and than at PCIE x16 2.0.i dont know what to do anymore.

Other problems: DIMM1 and DIMM 3 was causing some problems like the pc will not boot up and if i change to DIMM 2 and DIMM 4 everything is good.I was stuck at least 4 times at restart and i had to dorce restart the pc.I always see some red light from the mobo that indicates something worng with ram but there is not problem,I dont know why but the ram speed is getting higher and higher
every time i restart like it jumpoed from 1604MHz to 1648 MHz.
Sometimes i get stutters and when i boot up i get black screen too.

My components:
i5 3470 3.2GHz/Deepcool Gamax 200T
2x Kingston Hyper X 4GB(8GB) one rated to 1600Mhz and other can go up to 1866MHz
Motherboard ASUS P8Z77-V-LE PLUS
Gigabyte Geforce GTX 960 2GB ITX
2x seagate 500gb
Kingston SSD V400 240GB
Antec VP 450P Real power

ONE MORE THING i sow on this mobo some fluid that its used for soldering.
Is this motherboard damaged and causing this problems or my cpu is bad ?

Yes,the previous owner has installed the latest bios V 0910.
Btw i installed again the nvidia driver and when i do gpuz test everything stutters and gpu/cpu temp are rising
I want to get back on my H61 mobo to confirm that this is not caused by my cpu and its the mobo fault

+The previous owner told me to reset the bios and remove the battery because he was using this mobo with Linux os,I have done that too
