Graphics Work Unreliably, and Games Crash

I completed my computer build this last Christmas, and for the first while, it ran perfectly. In fact, prior to this build, my computer had a Gigabyte Z170X-UD5 motherboard, and an Intel i3 chip. Therefore, I had a pretty decent motherboard with a not-so-great CPU. After a while of using this build, I started to get some issues. First off, when I play games (such as Fortnite, Dead By Daylight, etc.) I would get graphics issues. With Fortnite, it started out as bright blue lights that appeared when I looked around (in game) at structures that have a lot of light emittance. Whenever I would open a YouTube video, there would be these vertical lines that appeared, but ONLY in the video player itself. When playing games, the lines would only show up in the game itself, not the loading screens, editing menus, in-game settings, or anything else. So, I assumed from there that it was a graphics issue, since only things that used a high amount of graphics had this issue. At first, I tried reducing my graphics, and that had a colossal difference. After a while, the games would persist on giving bright lights and lines, even with the graphics set to low. It usually only lasted a few minutes, but if I were to put the games to their highest settings, the game would crash unexpectedly.

Not too long after having these issues, I decided to switch up my motherboard and CPU to the specs listed above. Again, at first, it was mostly alright, but I still had some graphical issues. Over a few months, the issues increased, and the problems persisted. As of today, I can open games like Fortnite, get to the loading screen, and then to the game mode select screen. When I got to this point, I could usually start to see the graphical issues, mostly random black spots appearing, disappearing, and reappearing. Now, I choose a game mode, and after a second of loading, it freezes, and eventually crashes.

I have described my issue to multiple people, and I get different responses every time. Here are some of the things I have tried to fix the issue.

-Changing motherboard and CPU, which I mentioned above.
-Checking driver updates, which I have done numerous times.
-Updating motherboard (I had trouble with this one, so maybe I did this wrong).
-Resetting CMOS by removing the battery the motherboard.
-Removing every component, cleaning, and replacing them.
-Switching to an alternative PCI cable from my PSU (there are two on mine, and only one GPU).
-Checking temperature, everything seems to be cooled to a desirable temperature.

I can't think of anything else I have done to try and fix the issue. Some people tell me my power supply may not be high enough wattage, but that has to be false. Not only have I checked it on PCPartPicker for the compatibility and wattage, but I also know the 650W is more than enough to power my GPU, CPU, RAM, and others. Not just from my limited knowledge, but from many other valuable personal sources. Some people tell me to update my driver, and that solves 99% of all problems, yet I have done that numerous times. Some people tell me that my GPU is artifacting, and the only way to tell would be to replace my GPU with another one, or to try it in another computer. However, unfortunately, neither of those options are available to me.

I would greatly appreciate any advice I could get to help solve my issue. I have tried everything but changing out my GPU, and/or taking it to Geek Squad or any other computer service places. I'm hoping I can get the answer I need here on Tom's Hardware. If you would like screenshots of the issue, I'll see what I can do to accommodate for that, however it may be hard due to game crashing.

I hate to be the person that does this, but I could really use an answer for this issue. I understand that moderators and other may be busy, but I've found no luck for my issue, and I'm really hoping to get some consumer friendly advice on how to fix this issue. If there's anything I haven't tried to fix this. I also tried entering debug mode on NVIDIA Control Panel, and no such luck.
 
I would be curious to know if it's your ram causing compatibility issues, I know ryzen likes faster ram (300mhz). 16gb is definitely needed for modern AAA games, you'll need it to get the most out of that 1070. If I were you after trying everything else, would go get a new 16gb kit specifically for ryzen cpu's. I mean, what else can you do?

I definitely could try that. I hadn't really though that was the issue, due to it being a graphics issue, not a memory issue. However, often things like these end up fixing the craziest of issues. I will see if I can get another 8GB stick, maybe.
