New PC not booting up

So I built my first PC and I have 2 problems right now: The yellow DRAM led is lit up and neither the front panel usb's or the motherboard usb's/any other ports are working so I can't use a keyboard.

I have tried almost everything I can but nothing seems to be fixing the problem.

Specs:

CPU: Intel Coffee Lake i5-8600K, LGA1151, 3.6 GHz, 9MB

GPU: Asus Dual OC GTX 1070

RAM: Kingston Hyper X Fury 2x 8GB, DDR4 3200MHz, CL18

PSU: Seasonic 650W FOCUS+ 650 Gold, modular ATX-power supply, 80Plus Gold

MOBO: Asus Rog Strix Z370-H Gaming

SSD: Samsung 250GB 970 EVO SSD-levy, M.2 2280, PCIe 3.0 x4, NVMe, 3400/1500 MB/s

HDD: Western Digital 1TB WD Blue, 3.5", SATA III, 7200rpm, 64MB

CPU Cooler: Cryorig H7 Processor Cooler, LGA115X, AM2(+)/3(+), FM1/2(+)

1| Remove the GPU and try operating off the motherboard's rear I/O display ports.
2| Since you're working with two sticks of ram, use one stick on the slot dictated by your motherboard manual.
3| Which slot did you populate the SSD with?
 
What, exactly, have you tried? There's always an alternative in troubleshooting. Have you tried breadboarding the system, running it in different RAM slots, booting off of the iGPU, booting without your SSD plugged in, clearing the CMOS etc. etc.?

I have tried removing the GPU and operation off the mobo's rear ports but none of the ports seem to work so that doesn't help. I have tried with only one stick of RAM is every single slot possible. The SSD is in the M.2_1(SOCKET3) slot.

I have tried all of the other things except I haven't done a proper breadboarding and I never actually removed the SSD. For clearing the CMOS, I have tried it but I can't get into BIOS since none of the usb ports work and I would need atleast one to work so I can use a keyboard.
