Solution
If your motherboard supports the new cpu, all you have to do is to replace the old cpu, reinstall your cooler with new thermal paste.
When the pc boots up again, windows will recognize the new processor.
No reactivation will be required.
To get a list of supported cpu upgrades go to the motherboard web page and look at the cpu support list and the bios level required.

Sometimes, the new cpu will need a more current bios update.
CPU-Z will tell you what level you have now.
If that is your case, do the bios update before installing the replacement.

Are you referring to a CPU as the system(sans the monitor) or the actual CPU(processor)? What are you working with currently? List your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

We can move forward from there.
