Fails to boot windows , MSI H61M-P31 + I5-2400 + 8GB DDR3 RAM

I Recently brought a MSI H61M-P31 (G3) and a i5-2400, 8GB DDR3 1600 RAM, 600W PSU and I'm using a GTX 570 until I can afford a GTX 1060, I've put all components in corrected, tested to see if it will boot windows. However in safe mode, normal and trying to load a completely fresh OS onto it and it would not work. When loading it in safe mode, it crashes on classpnp.sys and on a fresh boot it fails due to a "hardware problem" I have tried loading without a GPU and same problem happens, the CPU gets detected in bios and I've lowere the ram speed to 1033 and still nothing, if anyone could help me it would be much appreciated, also I have ordered new sata cables to see if that could be the problem.

DDR3-1066/DDR3-1333 Types of RAM only supports that motherboard. You can return or exchange your MSI H61M-P31 or your 8GB DDR3 1600 RAM to DDR3-1066-1333 RAM

Is the ram two sticks? remove one and try, then swap to the other in the same socket a1 or a2, then try them in b1 or b2 slots. then both back into a1 b1 or a2 b2. see if there is a ram stick bad or a memory channel bad

I have tried both slots on the board, i only have 1 RAM stick and it didn't work, also I have tried changing the speed of the RAM to 1333 and 1066 which has apparently worked for other people
