Does having windows installer on my drive stopping me from booting to bios? Or is it my ancient PSU?

Have you tried using MSI FAST BOOT app? The app will reboot and take you to the BIOS.
You might need to repeatedly press Delete key right after powering off.
If Fast Boot is enable the key strokes might not register when powering on. In that case click the Start menu, click the Power icon, press the Shift key then click Restart. Press Delete key several times when rebooting to enter the BIOS.
