Is this normal?

Here are the specs on my pc:
Strix 370e mobo
i5 8600k oc’d to 4.5
Asus 1060 turbo 6g oc’d
Samsung 970 pro 512 nvme m.2 (boot drive)
Samsung 960 pro 512 nvme m.2
Seasonic 650w 80+ platinum
16gb corsair vengeance 3000

On overwatch im getting 60 fps, is that normal.

Sounds like you may have something limiting your FPS at 60. Check video settings for VSYNC to be off and for any limiter of FPS. What resolution and settings are you using?

16:9 so 2590x1080p i think most of the settings are low except a few is it the 60 hz?

60hz is part of it. Something, VSYNC or a graphical setting is limiting your FPS . What about other games?

Okay so vsync was on, just turned that off...on CSGO i get well over 200 fps...but even with it off im gettng 70 max.

Bottom right hand corner right click nvidia driver and go to settings. Look for vsync and turn off.
