PSU for my build: TX650M; Rosewill Capstone 550M; or lesser?

I'm trying to keep my budget near $500. How much, $ or %, should I spend on a PSU? I want something quiet, since I'll be doing ocassional A/V recording, but it will be on the floor below a standing desk. I want something safe, as my last build blew up and fried everything in it (but that was 15 years ago with a cheap PSU that came with the case). I hear that tier lists are out of vogue, so I've been reading reviews on Tom's, HardOCP, and JonnyGURU, and even Reddit, but some opinions conflict.

Are these overkill or outdated? Which is better?

NOTE: unsure of GPU, probably a GTX 1050 or an RX 560 896/1024 for $80-120, and need to add a few quiet case fans.

I may also overclock the CPU eventually, and add PCIe cards to expand connectivity.

Usage: mostly general office stuff, BUT with some esports gaming, image editing, occasional 3D modeling/rendering (Blender, SweetHome3D, et al.) and simple video editing/rendering/transcoding (Blender, Handbrake, et al.). I hope to get by on 8GB RAM, because of budget (it's $60 more right now) and articles suggesting it'll still run, if 20% slower. May upgrade later, if needed.

I appreciate any help. Other system components recommendations welcome.

The TXM and Capstone are similar in quality. I prefer the TXm as it's much newer. But the TXm is rather loud and there are no tests for the Capstone.

Of your second list, the CX550M and CX450 are much better than the other two. They'd be fine for your system. Noise tests can be found here

I haven't seen that site or certification before. Not sure how I missed it. Many thanks.

Throughout my exected range of loads, idle to 242w max, Cybenetics shows:
CX550M at 20.3 dBA
CX550 = 13.8 dBA
CX450 = 13.8 dBA, jumping to 20.3 dBa near max (if built by CWT)

I'm a novice at A/V recording, so I'm not sure how big a jump that is in sound level, 6.5 dBA from 13.8 to 20.3. Nor am I sure if my system would max out if I'm trying to record a voice-over while watching video if I were using the CX450.

The CX550 is due to go on sale again soon. Maybe I should go with that, unless there's a good reason not to. (My case is large and withput a large side window, so maybe I can live without modular wiring.)

Various calculators are all over the place.
Cooler Master & Outervision = 300w
Be Quiet = 209w
PCPP, at 242w, is right in the middle.
Which one is most accurate?

CX550 is reported as 13.8 dBA up to 313.5w, but CX450 is only 13.8 dBA up to 207.9w
