Fortnite low fps on gtx 1060 low settings

Hello. So, my gtx 1060 is hitting <40% gpu usage, but my i5 2320 is hitting around 70-80% cpu usage. My settings are 100% res fullhd, e v e r y t h i n g low except view distance (far/epic), but my fps is still sh!t. But, when my gpu hits around 56% usage in certain areas in only 1 nanosecond, it gets 180fps. How do I get constant > 50% or >60% gpu usage? If I do have to switch my cpu, will an i7 3770 and 8gb ddr3 1600mhz be enough for stable >144fps with everything low except view distance (far/epic)? Thanks in advance.

What are you considering low fps? If you turn the settings up is there a big difference? Like you, I would assume the cpu is the bottleneck. But also I would think the cpu would be higher than 80% if it was. (I'm not an expert, just fairly experienced) I have a mobile 1060 with a 8750h, I don't remember what fps I was getting off hand. But I know they were pretty good and the settings were much higher.
