CPU Downclocking while playing games

My friends has a hp pavilion laptop.It has i5 4210u and GeForce 840M.We mostly play PUBG and Overwatch.Since yesterday computer started downclocking while playing and because of that gpu usage gets low so he gets pretty low fps.CPU downclocks itself to nearly 880mhz.We check the temperatures cpu mostly runs at below 90(yeah its hot but still its a laptop and he played at those temperatures without an issue for a very long time) and gpu is at 60's.What can be the problem ? Laptop and GPU is set to performance mode.What can he do to solve this ?

He probably will need to remove the back cover. It kind of depends on the design of the laptop. I would used canned air to blow out the heatsink and fan if there is evidence of dust buildup. Keep a finger on the fan to stop it spinning while blowing.

If you google your laptop model and cleaning (ie Toshiba satellite cleaning) I bet you will see half a dozen videos showing how. Watch a couple ... discard any advice that seems hinky. Some will encourage redoing the thermal paste on the CPU ... I think that would be overkill (plus much more chance of breaking something).

Edit *** If there is a lot of dust inside, blowing it will create a massive dust cloud. Take precautions.
It's not common, but CPUs can also throttle due to not enough power. Generally this happens when the power regulation circuits overheat. Hopefully this just due to some lint or dust clogging your heatsinks. Give the laptop a good cleaning (not with a vacuum cleaner) and see if it helps.

Make sure the powr cable is plugged in. If the issue persists, I'll have you know anything above 70C could possibly trigger throttling. Consider that having a laptop of 70C contact your skin could burn you. I'm 90% sure it's a temperature problem.

Next to cleaning, I recommend to limit games fps to something good enough like 75 fps. This will devrease excessive heat to buildup.
