Computer won't turn on. Power supply is okay. Is the motherboard dead?

Hi all,
My computer just dead few days ago.
The first day I suspect the motherboard had reset bios and everytime it went to loading windows page, a blue screen error 0x0000007B appeared. I tired to go in safe mode or repairs tools in window7. All of them didnt work so I gave up and I just turn it off and unplug it.

The next day, I planned to reinstall windows but this time my pc is totally dead. Nothing happened after I press the power button. No fan no sound nothing on. I used the paperclip trick to test the PSU and it seems to be working (the fan runs). Would that be my motherboard dead??

Make and model PSU, wattage age?

Paperclip test is valid but only to a point. What needs to be done is to check the output voltages on the molex connectors.

Much more involved and requires a multimeter and someone with the knowledge and ability to do the testing.
