z170 wont boot with 2 rams

i have z170 d3h gigabyte
i used to have 2 rams 2 x 4 gb and it worked fine
i sold the 2 rams and upgraded by 2 x 8 gb ram and changed the cpu cooler
now it only boots with one ram
both rams are working fine but alone
all slots are working fine again alone
once both rams are inserted it wont boot

and while i was trying i saw a spark and smelt a burnt smell

can someone guide me where might the problem be
 
Solution
A spark and a burnt smell is very bad.
You need to find out that cause first.
A paper tube to your nose might localize the smell.
It is probably a short of some kind and the part that sparked might have been damaged.
Usually, this is the psu.
If your psu is of poor quality, look to replace it.

On the ram:

Is your new ram from a single matched kit?

Ram is sold in kits for a reason.
A motherboard must manage all the ram using the same specs of voltage, cas and speed.
The internal workings are designed for the capacity of the kit.
Ram from the same vendor and part number can be made up of differing manufacturing components over time.
Some motherboards, can be very sensitive to this.
