Amd cpu temperature seems wrong?

specs:
amd Fx 4100
gtx 1070ti sc
16 gb ddr4

So, i noticed that while gaming my cpu thermal margin is 40-50 degrees Celsius. But i am experiencing bad performance(less than 30 fps) in certain games, at certain places, while my gpu is even colder. So my gpu is not bottlenecking my cpu. Why is my cpu so cold while under load?

I have overclocked it from 3.6 ghz to 4.3 to see if it changes anything. The thermal margin decreases by about 8 degrees. So it gets slightly warmer. Could my hdd be bottlenecking my cpu?

I think your system specs are incorrect, the FX cpu's are not compatible with DDR4, please confirm. Please also check the usage of the CPU and GPU while gaming. So far I am almost certain your CPU is bottleneck your GPU.

yeah, whoops. Its ddr3, sorry!

My gpu remains low, which is expected.
All four cores are generally only used around 70%.
I am gonna try Prime95 tonight, and see if that changes the temps and usage.

I know. i got it on sale and I plan to build a new pc soon, so i took the deal. I dont care about that bottleneck, but why is my cpu not performing well?

For overclocking I used AMD overdrive.

(if the link to the image doesnt work) It shows that my thermal margin is around 46 while my HWM temp is at 25 degrees Celsius. That is like 10 degrees warmer than were i live!
 
look at the systin temp reading.this is quite possibly the accurate one.what is the ambient temp where you are?i would seriously think about bios overclocking on this chip.the fx series was really easy to overclock.simply increase the multiplier until the system becomes unstable.do this a little at a time.once it becomes unstable back it off until stable.check stability with a program like occt.this is your max oc without increasing cpu core voltage.to go farther simply increase vcore voltage a little at a time while at the same time increasing the multiplier.make sure to check with occt in between every adjustment.the only other thing to do is disable turbo boost.like i said earlier,4.3ghz is likely as far as you can go with the cooler you have.any questions just post back.

The systin temp shows 28c. The ambient temp is around 21 to 26 C (70 to 80 F) during the day.
I will try overclocking soon! Thanks for the help
