Lag after PC Upgrade

I recently had upgraded my CPU and motherboard from a I5 6600k and a non ryzen mother board (not sure what motherboard it is but it was msi brand) now I have a ryzen 7 1700 and a tomahawk 350B. I use to run an easy 60 fps with destiny 2 on my old PC and now with my new one it can only run around 40 fps. This may be something with the game but I don't think it is.

Specs:

Gtx 1060 6GB

Ryzen 7 1700

Tomahawk 350B

Corsair Vengeance LPX 16GB

750W super nova power supply

I have already checked the temps well gaming and they seem to be fine. Do I need to reinstall OS?

will this loose anything in my computer i mean everything works fine besides the games
 
Yes, everything like programs, files, will gone. If you have other HDD, try it.

But you may try use the DDU to uninstall the GPU driver in safe mode, then reinstall the driver, and try out the games to see what happens.

You know the intel and AMD has different drivers, also try the CCleaner to clean up the driver, registry files, etc. And it may or may not help.

Yes i know amd and intel have diffrent drivers but the amd drivers seemed to be already intsalled but I see what happens with the cc cleaner and DDU first.

I've done lots of things to the CPU,GPU,BIOS,Ect and now destiny 2 seems to be running at 60-69 fps (Still Worse) and fortnite at around 120 fps. The fps has gotten better but the gameplay feels choopy and still feels like im getting low fps when im not. Im planning to just buy a better intel CPU and Return my old one since this one just feels really bad. My friend also runs d2 at max settings with a gtx 1050 and a ryzen 5 2600 so im thinking that I happen to just get mailed a bad CPU at this point.
