Capslock toggles only with Alt+Caps. Same with Numlock. (Windows 7)

Windows 7 Ultimate SP1 x64.

Here's the story.

Everything's normal. I usually leave my system on overnight because I use file sharing over LAN.

Everything left idle for a long time. When I come back, CAPSLOCK and NUMLOCK keys don't work. Clicking those keys in the on screen keyboard makes them toggle, and using alt+capslock or alt+numlock makes them toggle.

If I lock my system or go to switch user menu, capslock and numlock starts working normally but if I login again, same story. Restarting fixes this but I have no idea what triggers it, or how can I fix it.

Not a hardware problem as I've tried three different keyboards in 4 different USB ports.

This is too annoying.

How do I fix this?

Suggest check KB settings in Control Panel / Region & Language / Keyboards & Languages tab / Change Keyboards / Advanced Key Settings tab

It might be that the CAPs key is set to SHIFT. Not heard of the NUM key being changed other than via boot.

Alternatively, maybe it has something to do with 'sticky keys' settings, if applicable.

Sorry for a weird theme, but I disabled that already. As I said, it's not "SHIFT", it's "ALT" that toggles these.
Alt+Capslock, Alt+Numlock.
