i was watching some YouTube and messing around and slightly bored I open up HWInfo (latest version) and start looking at certain stats and I noticed that my cpu (2400g) was sitting happily around 0.8-0.9 volts but would suddenly spike to around 1.39 - 1.41v about every 30seconds before settling back down after a few seconds after a little digging this happens in all my programs is there and fix for this and if so how.
