there should be NO reason it should be having an issue with Fall out 4..
ITs more like a game glitch as there is a LOT of posts about that same issue on steam.

So, I also ran into this problem and may have solved it for everyone. unless others have figured out what it was on their end, first what I did was I launched the Fallout4Launcher from steam directly, it gave me the following Fallout 4 will now detect your video hardware and set video options accordingly, but as you click OK it then brings up yet another error message that reads Your Video hardware was not identified. Video settings have been set for low quality. Now since the game recognizes the following .INI files within the Fallout 4 folder by default, you need to go to your My Documents folder first, backup your entire folder or move it somewhere else, which is located in the my games folder, or just rename the folder to something else, after you remove the entire folder, next go to your Installation folder of fallout 4, and look for the files named Low.ini and back it up and delete it from the Fallout 4 folder, and then take the Medium, High or Ultra INI and back those up as well, after you backup whichever you are about to use for video settings rename it to Low. then launch Fallout 4 Launcher and it will make a new fallout 4 folder in your Documents area, before heading back to your documents area, first set up your video settings how you wish it should stay as normal, now launch the game and then exit game, now go back to that Documents folder and find the Fallout 4 folder and grab those new generated video settings files and copy them and place then anywhere you can remember, now place your Fallout 4 folder back into your documents over writing anything, and then go into the new generated fallout 4 folder and place the new video settings INI files which should be Fallout4.ini and Fallout4Prefs.ini and the Fallout4.ini should display your video card, and place those in your existing original Fallout4 folder in the Documents area and overwrite and replace and then relaunch the game, once in the game it may tinker around going from Low to whatever other video setting you placed. At least this work around worked for me, and now does not show the error messages within the Launcher and keeps the settings the same.
