New build Startup Bios Freeze

So i just did a new build to upgrade my motherboard, ram and CPU. My issue is at the BIOS splash screen my computer will freeze and i have to do a manual shutdown. After about the 4-5th try it will boot into Windows, and everything runs fine, i can game i can do everything just fine! I have been trying to troubleshoot this issue and have had no luck. Any suggestions?

BUILD
Original motherboard(Asus Rog Strix H370-F Gaming)
New Motherboard: ASRock z370 Pro
Intel i5-8400
16Gb G.Skill F4-3200C16D-16GVR
Nvidia Founders Edition GTX 1080
NvMe m.2 Samsung 970EVO SSD

Since this issue has happened, i have:
1)updated the bios
2)tried other Hard drives
3)RMA'd the original Motherboard, and bought a new different one
4)RMA'd the RAM and replaced that
At this point the only thing i havent replaced is the CPU

@scout_03 not sure what you mean, But i did a fresh install on the different SSDs to test if it was the fault. Prior to the Samsung 970EVO i was using a Samsung 840 Pro 2.5inch SSD

No LeDs on the board reporting anything bad or wrong, and i will check the PSU. But its less than a year old, and i know its a CorsairTX gold standard

Im having this same issue. Only need to restart once and it boots up fine. Did you manage to find a solution? I'm kind of wondering if its my PSU. Cable from wall to unit does not connect properly and I have to kind of set it to where it does not move :/
