Windows 10 not booting spinning circle just freezes

Hello, i have a problem with windows 10 booting. So problem is that when insert GT 1030 in my pc, when windows is booting the spinning circle just stops and nothing happens, but when insert like older video cards or try to boot with intigrated graphics it works just perfectly.

Previosly i didn't have problems like these. Sometimes windows does boot with GT 1030 but i need to restart my pc like 20-30 times it to work. And re installing windows did not fix the issue.
I inserted GT 1030 in other pc, and it did work fine. So coud it be motherboard fault?

Update:
So when i install older driver on GT 1030 everything works fine, but when i update the driver to newest one then these problems start to appear.

My specs:
CPU: Intel Xeon E5440 2.83Ghz 4 cores 4 Threads
4gb RAM DDR2
Video card: GT 1030
2 HDD hard drives. One is 150GB
And other is 80GB where is windows installed on.

1| What is your previous/older GPU?
2| What is the make and model of your PSU? On that note, how old is it?
3| Did you uninstall the GPU drivers for your onboard and your older GPU before dropping in the GT1030?

My previous GPU was GT 430, and my PSU is pretty old, i really dont know how old is it, but its not from new models. And that didn't help. And
I can boot in safe mode without any problems.


So my full specs:
CPU:Intel Xeon E5440 2.83Ghz 4 Cores 4 Threads
Motherboard: ASUS P5QPL-AM
Ram: 4GB DDR2
HDD: Maxtor 180GB, Toshiba 80GB
GPU:GT 1030
PSU:HEC-350TP-2WS
OS: Windows 10 (Legal copy)
