low fps with decent specs while gaming

I have an i5-4430 and a gtx 1050ti, but I can barely run 90+ frames on csgo. Without bots its 400+ but with bots it quickly drops to 90. I have all settings low, 4:3 1024x768 res. I used MSI afterburner and it showed me that only 45% of my cpu is used and 14% my gpu. Is there anyway to increase fps? Thanks.

Total cpu usage is meaningless. You need to look at each core, a single core hitting 98%+ can be a limiting factor even if the other cores are doing very little.

Since you are using MSI Afterburner already, did you check the clockspeeds of the CPU and GPU while running the game? On the CPU you should be seeing 3ghz with a boost to 3.2ghz. Adding bots would increase load on the CPU, and that seems to trigger a big drop in framerate. So I'm thinking your CPU is not always operating at full speed.
