Palit GTX 560ti Overheating

Hello i'm new here and i got a problem

i bought this really cheap palit gtx 560ti 1gb, and wow its hot as hell, playing far cry primal on normal settings 720p, just standing and doing nothing and the temp slowly rose to 98-100℃
Idle temp is kinda normal about 38-43℃, and my room tempt about 30-33℃

i've tried these to fix but no luck
1. using msi AB to manually sett the fan to my liking, no luck
2. change the thermal paste using arctic mx4 with 3 method, pea sized, x pattern and very little, no luck
3. clean the heatsink and fan, no luck
4. using 'adaptive' power management on nvidia cpanel, no luck
5. tried underclocking to stock gtx560ti core and memory speed, it was just delaying a little bit and then the temp went 100, again, no luck
6. tried undervolt from 1050 to 1000, again, no luck

tried furmark 720p with 2x msaa, the temp rose really fast like from 42℃ to 100℃ in 3-7 seconds!!!

any idea what should i do to fix this?
my full specs
i5 2500 3.3ghz
gammaxx 300 cpu cooler
10gb ram
palit gtx 560ti
1tb hdd
cube gaming weiss case
6x aigo rainbow fan (3 on front intake, 2 on top exhaust and 1 rear exhaust)
 
Solution
They say GTX560ti can operate and function correctly up to 99 degrees C. Most run to about 70-80 deg on full load. You have done everything I would have done. Your living in a relatively hot area. At 30 deg ambient, of course your gonna have higher idle/load temps than normal. If you have setup your FAN PROFILE correctly and there is no difference then its junk. All you can do now is blast air directly into the front of you computer with an outside fan. Maybe buying cheap is not the way to go.
