Forza Games not Loading

I installed both Forza Horizon 3 and Forza Motorsport 7 and neither worked. When I try to open either app, either from the Start menu, the Microsoft Store, or the Xbox App, it just opens to this splash screen and hangs there for about 30 seconds, before automatically closing the app. I did a clean boot of Windows 10 and tried reinstalling them. No luck. Other methods I've tried:

WSReset

Manually resetting the Store app, both game apps, and the Xbox app.

Playing on a secondary account on my PC

Nothing worked. The only thing I can think of is time-consuming and will take up a huge chunk of space that I really don't want to have to allocate, but is it possible that because my OS is on an SSD and I save my games to a larger HDD, that's what's making the games not want to load? In other words, do I have to install the games on the same drive as Windows 10?

My specs, if relevant:

Ryzen 7 2700x CPU

AORUS GAMING 470 x Motherboard

GTX 970 GPU

16 GB DDR3, 3000mhz RAM

Solution
Found a solution: Divine intervention. No, seriously. I was playing a game on Steam that froze up. My screen was looking funny after the freeze, so I restarted my PC. Next thing I knew, all 3 games worked fine. Thanks to everyone who offered ideas, though.
No, I have fh3 installed on a second ssd after being moved from a second hdd. It's a common issue but I thought they fixed it. Usually all I did was start another app install in the ms store, cancel immediately then try to run the game again. It's some issue with the ms store. Reinstalling should have done the same.

It doesn't even get me to a screen where I can enter my email address and I am running the most recent version of Windows 10, all updates included. Could it be that the windows updater isn't fully updating the Microsoft Store or Xbox app? Is there a manual way to check for updates for the individual games?

Commendable

Go to the Microsoft store and log in there first' then try the game. If that doesn't work you may also have to be logged into windows with the same account also

Small update: I can't get Final Fantasy XV Pocket Edition to load, neither. Candy Crush, Solitaire, and Forza 6 Apex all work, as do a few small RPGs I downloaded a while back...
