Games have intense Lag spikes on good GPU

A while back I upgraded to a GTX 1070 Graphics card for my Acer predator. Specs are Intel Core i5-4460 3.20GHz
NVIDIA Geforce Gtx 1070 8GB (Drivers are all up to date)
8GB DDR3 RAM (don't know details)
1TB Harddrive
Unsure on other specs such as motherboard or PSU.
Windows 8.1

My PC is also really slow

Games have been getting huge lagspikes in 90% of games such as fortnite,The Witcher 3, Grand Theft Auto 5, H1Z1, Titanfall 2, Dying Light, etc.
With some exceptions such as Fallout 4, Skyrim, Rocket League and a few others.

I'm wondering if i need a hardware update, and if so i would appreciate recommendations, If there's a software i can download or if i need to do something else.

It could be possible your old GPU was your bottleneck and now that you have upgraded to a better GPU. The bottleneck is now something else like your CPU.

Have you performed benchmarks and monitored temps? When playing games what is using the most resources? GPU, CPU? etc...

You can try running Heaven and Furmark benchmarks. Also try using HWMonitor to monitor temps and usage while doing the benchmarks etc...

The games i was playing back then were older and i didn't have the issue then. Or i guess it didn't bother me too much back then but now i've grown sick of it.
