Yup. They released that update shortly after ryzen 1 released, the regular balenced power plan caused issues with ryzen. That ryzen specific plan is supposed to work fine

I would use the balanced power plan. I don't see the point of letting a processor run at turbo speeds at all times. It shouldn't hurt anything but I doubt it gains you anything either. Just makes your chip produce a bit more heat and use a bit more power at idle.

ok so turn it on even when im overclocked?

I do with my overclocked 7700k. It works fine for me, test it out. CPU speeds should drop at idle then go up to turbo speed and stay there if it's under an adequate amount of load.
