Cant detect HDD in Diskpart cmd

Hi, I recently want to install windows 8.1 on my HDD through a usb. But in the windows setup it asked me where to install the windows but i cant select the HDD as the format is not NTFS. So i try to run Diskpart through cmd in order to format the HDD to ntfs, but it is not listed there. The drive is listed in BIOS though. Does anyone can help me. Looking thorugh google but never find anything helpful for now.

Did you access DISKPART during the Windows installation using SHIFT+F10 at the screen where the drive is listed?

Also all you need to do in DISKPART is to select the drive and CLEAN, no need to format NTFS, Windows will do that.
Once you get out of DISKPARTafter you CLEANed the drive reboot the system.
Is the HDD connected to a USB or are you using a Windows8.1 USB installation media?

It could be a driver issue.

Is the drive listed during the Windows installation?
If it is the HDD that is connected to the USB, make sure it is connected to the USB2.0 port.

Sorry the HDD is connected to SATA port. Im trying to install using usb installation media. The drive is listed in the Windows installation, but i cant select it because it says it is not NTFS formatted.

I tried to format the drive to NTFS using cmd but diskpart only shows the usb in their list. The HDD is not there.
