Hello,
I'm buying a USB HUB that doubles as a phone charger with an external power source ( wall plug ) and I want to use it to HUB ports for my laptop, in the specs it says that it outputs 2A 5V , so is it safe to plug in it my peripherals ?

Solution
Yes it's safe, the device you plug into the port is what determines how much current is drawn through the port. 2A is just the maximum. Lots of PCs/Laptops will even come with ports that go beyond USB 3.0 spec and max out at 2A, and USB 3.1 can deliver up to 1.5/3A depending on the port.
