Yes they are compatible. But that power supply is not very good. Try for the Corsair CX450M instead.

I updated the parts, do you think I should increase the wattage on the power supply? And will all of these parts be compatible with eachother

450W is fine for that system. You could go higher if you wanted to have upgrade room for a more powerful GPU in the future.

Another question, is there much of a difference between a 4ms monitor to a 1ms monitor? And do you know any good, cheap monitors i should get for the pc (60hz only)?

It's often easiest to look up some youtube videos of someone else with the same hardware playing the games you're interested in, or similar games to get an idea of the performance you will get.

I doubt you would notice much difference in 4ms than 1ms.

But here's a pretty decent 75Hz 1ms 1080p monitor I just found.
