1080ti might be under preforming

If im using a gtx 1080ti FTW3 and im hitting 60 - 70 fps ultra/high on most games is that right ?

Specs :

I7 8700k Gtx 1080ti FTW3 16gb RAM 1080 144hz

Only games i cant get 60fps on are rise of the tomb raider and gta v, i just want to know if im worrying over nothing or is this the preformance i should be getting ?

DSR at 4K on a 1440p does not give the 4K experience. It just gives a form of AA.

Anyway, my thoughts are what games, and what settings. It's super easy to play AAA games, and turn on all the settings, and cripple your performance with any card. There are often specific settings which are performance killers, which exist in the games you mentioned above.

How are temps while playing?
Usage? You can check with task manager.
'Most games' is too broad, they don't all use resources in the same manner.

I think you're monitor-limited, assuming everything else checks out ok - and you did specify ultra settings. 1080ti is too powerful to be running on a mere 1080p monitor. Your 8700k is most likely doing most of the work.

Is vsync on or off?
You have a big issue if you get 60fps to 70fps at 1080p in the games you mentioned, especially with a 8700k and 1080ti.
Things to consider:
1. Nvidia settings
2. Dual channel memory
3. BIOS settings
4. Temp to be under 70c for both CPU and GPU under load.
5. Use MSI Afterburner and OSD and watch gpu and cpu usage during gaming. See which one is underperforming. I suspect both honestly.

1440p resolution will put the 1080 TI right where it needs to be. Rising up to 4k is sort of pointless, as you can often just enable NVIDIA DSR on a 1440p screen for any game you want to experience 4k from.
