PC has power but won’t display to monitor. VGA light is on but no gpu is installed.

Hello, thanks in advance for any help- I read many existing forum threads and couldn’t resolve.

Issue
I just put together a new build. It turns on, all fans spin, the motherboard cpu light briefly turns red, then briefly no debug lights, then the VGA debug light stays lit. Nothing is ever displayed to the motherboard.

PC Specs
Ryzen 5 2600
MSI gaming plus b450
Corsair vengeance LPX 3000
Corsair carbide 275 case
EVGA 600w PSU Bronze
No gpu, WD SSD.

Troubleshooting so far-
-used just one stick of ram in the dim2 slot per MB instructions.
-reseated cpu and ram.
-tried different ram slots
-restarted many times
-switched monitors and tried hdmi and dvi cords
-unplugged everything except MB,cpu,and ram
-reconnected the cpu power and ATX power cables.
-plugging power into a different wall outlet

What else should I try? Plugging in a gpu? Completely disconnect and rebuild everything? Reset cmos?

I’m inclined to think this is an issue with MSI’s motherboards. There were a lot of other threads with similar issues with MSI boards in particular. Do you recommend getting an rma?
