I recently upgraded my pc running windows 7 it has 32 bit windows. How would I upgrade it to 64 bit windows

After upgrading the pc I tried to install 64 bit drivers and then realized I couldn't. I would like to know if it requires a fresh installation.

Yes - it does.
Backup your user data, format OS partition and install 64bit windows.

Does your system have more than 4GB of ram? If not, then you can as well stay on 32bit windows.

Then - why do you need 64bit OS? It doesn't have any benefits, if amount of ram in your system is 4GB or less.
