GTX 1070 Cant run fortnite lol xd

So like, sometimes i can run Fortnite at 1080p epic settings 60 fps. and sometimes when i log into a save the world mission it dips down to like 40 fps with lag spikes every few seconds that go down to like 10 fps. even when i turn it all the way to low settings it doesn't help at all. ive considered resetting my PC but it keeps saying no changes were made.

ram- 8 GB DDR4

Motherboard- GA-H170-Gaming 3
PSU- 700 W

First and foremost, get rid of that junk quality power supply before you destroy your system with it. I wouldn't be the least surprised if it isn't providing stable power, and hurting your performance as a result. This one is way more than you need, but for the price, it's hard to not recommend.

That said, have you checked your temps? Checked for malware? Drivers up to date?

Don't mean to sound harsh, regarding PSU, but I learned the hard way, and lost a system due to a PSU dying. I don't want others to suffer that fate, especially with that expensive of a graphics card. I was lucky that the parts that died were old, and it wasn't my main rig.

The PSU I have is an EVGA 80+ Bronze, that Can't be it,
Is there any way to check temperature?
Im sure i dont have malaware, and im pretty sure my drivers are up to date.

1. EVGA bronze isn't good.
2. Dual core CPU probably overwhelmed.
3. 8GB RAM, 1 stick, 2 sticks? Speed?. Most likely need more. Recommend 16gb 2 stick pair. If you exceed your RAM it uses the hard drive and kills FPS

I've Had this Power supply for like almost 2 years, had no problems with it.

Remember, I usually get 60 Fps on Epic settings, but sometimes (sometimes when i start the game from waking up PC from shutdown, and after playing it for a while), it starts to lag really bad, and when i restart my PC it's all better.

You can download HW monitor to check temps. Just because it is Evga, doesn't make it good. Their B1 units are HEC built junk.
